\u00bb"},"content":{"rendered":"\n<p>Le Club de l\u2019am\u00e9lioration de l\u2019habitat pr\u00e9sente les premiers r\u00e9sultats de sa r\u00e9cente enqu\u00eate aupr\u00e8s des \u00abhabitants consommateurs\u00bb et \u00e0 ses cot\u00e9s \u00abFrance silver eco \u00bb commente la synth\u00e8se de l\u2019\u00e9tude d\u2019impact \u00e9conomique sur l\u2019adaptation du logement au vieillissement de la population<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u00a0<strong>1\/ Regard d\u00e9taill\u00e9 du CAH port\u00e9 vers les propri\u00e9taires-occupants r\u00e9sidant en maison individuelle.<\/strong><\/p>\n\n\n\n<p>L\u2019enqu\u00eate men\u00e9e par le CAH au printemps 2023, en collaboration avec TBC Innovation et l\u2019expertise de la sociologue Audrey Valin cible distinctement les propri\u00e9taires-occupants de maisons individuelles (environ 11 millions de logements en France) dans l\u2019objectif de mesurer tant la dynamique du march\u00e9 de la r\u00e9novation de l\u2019habitat que l\u2019\u00e9volution des comportements des \u00abHabitants-consommateurs\u00bb.<\/p>\n\n\n\n<p>La m\u00e9thodologie de cette \u00e9tude et de ses deux pr\u00e9c\u00e9dentes \u00e9ditions a conduit \u00e0 conceptualiser une segmentation crois\u00e9e des situations effectives de travaux et des personnalit\u00e9s diff\u00e9renci\u00e9es des d\u00e9cideurs mat\u00e9rialis\u00e9s dans une matrice analytique pr\u00e9sentant : <strong>Quatre Univers travaux <\/strong>: <em>R\u00e9parer et maintenir, Am\u00e9liorer le confort, Am\u00e9nager et agrandir, Embellir et d\u00e9corer <\/em>et <strong>Cinq Attitudes personnelles <\/strong>: <em>Mainteneur, Embellisseur, (Re)constructeur, Mod\u00e9r\u00e9, Passif<\/em>, mod\u00e9lisant ainsi les profils comportementaux.<\/p>\n\n\n\n<p>L\u2019objectif premier de l\u2019\u00e9tude 2022 a donc \u00e9t\u00e9 de pouvoir observer la variation des comportements des \u00abHabitants-consommateurs\u00bb dans un contexte particulier de contraintes socio-\u00e9conomiques au plan national et de crises g\u00e9opolitiques et sanitaires au niveau mondial.<\/p>\n\n\n\n<p>Le focus port\u00e9 sur les propri\u00e9taires-occupants en maison individuelle a permis d\u2019\u00e9tudier leur r\u00e9activit\u00e9 spontan\u00e9e plus pr\u00e9cis\u00e9ment que cela aurait pu \u00eatre observ\u00e9 dans l\u2019habitat collectif, s\u2019inscrivant dans un processus d\u00e9cisionnel de r\u00e9novation temporellement plus long.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#00a1a3\"><strong>Deux constats majeurs cons\u00e9quents aux changement de conjonctures.<\/strong><\/p>\n\n\n\n<ul><li><strong>Sur les \u00abattitudes travaux\u00bb : <\/strong>Dans un climat d\u2019incertitude contraire \u00e0 la dynamique de projet on observe une <strong>r\u00e9duction du poste de d\u00e9pense en r\u00e9novation <\/strong>pour l\u2019ensemble des m\u00e9nages tendant vers la mod\u00e9ration en <strong>r\u00e9visant l\u2019ordre de leurs priorit\u00e9s et en s\u00e9curisant leur \u00e9pargne <\/strong>(premi\u00e8re ressource financi\u00e8re mobilis\u00e9e pour la r\u00e9novation).<\/li><li><strong>Sur les \u00abunivers travaux\u00bb : Sur investissement vers le confort thermique<\/strong>, en r\u00e9action \u00e0 l\u2019augmentation des prix de l\u2019\u00e9nergie et aux risques de p\u00e9nuries \u00e9voqu\u00e9es par les autorit\u00e9s en d\u00e9but d\u2019hiver et de plus largement m\u00e9diatis\u00e9es. <strong>Orientation des priorit\u00e9s budg\u00e9taires des m\u00e9nages<\/strong> vers des crit\u00e8res de qualit\u00e9 de vie dans une tendance de repli vers un principe de protection pouvant se traduire par le n\u00e9ologisme <strong>\u00abHabritat\u00bb associant habiter et abriter.<\/strong><\/li><\/ul>\n\n\n\n<p class=\"has-text-color\" style=\"color:#00a1a3\"><strong>Deux objectifs compl\u00e9mentaires fix\u00e9s \u00e0 l\u2019enqu\u00eate 2023 du CAH, pour mesurer :<\/strong><\/p>\n\n\n\n<ul><li>L\u2019app\u00e9tence pour la r\u00e9novation \u00e9nerg\u00e9tique des logements <strong>(R\u00e9noVERTE)<\/strong><\/li><li>Les potentialit\u00e9s d\u2019adaptation de l\u2019habitat, pour un meilleur confort d\u2019usage et le vieillissement \u00e0 domicile (<strong>R\u00e9noVAD)<\/strong><\/li><\/ul>\n\n\n\n<p class=\"has-text-align-center has-text-color has-medium-font-size\" les habitants veulent vieillir \u00e0 domicile mais certains envisagent d\u2019autres solutions face aux contraintes techniques ou travaux trop cons\u00e9quents.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>2\/ \u00c9tude r\u00e9alis\u00e9e par \u00abFranceSilverEco\u00bb sur l\u2019impact \u00e9conomique d\u2019une politique publique d\u2019adaptation massive des logements au vieillissement se traduisant notamment par le futur dispositif \u00abMaPrimeAdapt\u2019\u00bb.<\/strong><\/p>\n\n\n\n<p>Sous l\u2019effet de la pression d\u00e9mographique, le <strong>nombre d\u2019habitants seniors va repr\u00e9senter rapidement plus de 21 millions de personnes <\/strong>sur l\u2019ensemble de la population fran\u00e7aise avec pour plus de <strong>85% l\u2019intention de vieillir \u00e0 domicile<\/strong>.<\/p>\n\n\n\n<p>Cela conduit \u00e0 devoir envisager d\u2019adapter plusieurs millions de logements au vieillissement d\u2019ici \u00e0 2033 et de concevoir une politique globale visant l\u2019ensemble des habitats seniors, au-del\u00e0 m\u00eame de ceux \u00e9ligibles aux dispositifs d\u2019aide publics.<\/p>\n\n\n\n<p>Il appara\u00eet essentiel de <strong>lever les freins psychologiques (tabou du vieillissement) en organisant des campagnes de sensibilisation<\/strong> valorisant les atouts de ces adaptations afin d\u2019inciter l\u2019ensemble des seniors et leur entourage \u00e0 engager des d\u00e9marches d\u2019action.<\/p>\n\n\n\n<p>Les collectivit\u00e9s territoriales (d\u00e9partements, EPCI, communes) ont dans ce cadre un r\u00f4le essentiel \u00e0 jouer, notamment dans l\u2019articulation de MaPrimeAdapt\u2019 avec les aides locales compl\u00e9mentaires. Il est important par ailleurs que les politiques publiques d\u2019adaptation du logement au vieillissement soient financi\u00e8rement \u00e9quilibr\u00e9es.<\/p>\n\n\n\n<p><strong>Ainsi sur la p\u00e9riode (2024-2033) une stabilit\u00e9 budg\u00e9taire pourrait \u00eatre obtenue avec d\u2019un cot\u00e9 6,2 milliards de co\u00fbts induits par la politique d\u2019adaptation des logements mais en parall\u00e8le, 6,3 milliards de co\u00fbts \u00e9vit\u00e9s <\/strong>(d\u00e9penses de protection sociale, de prises en charge en \u00e9tablissement\u2026) et de recettes additionnelles (TVA, cr\u00e9ation d\u2019emplois, baisse des accidents de travail\u2026).<\/p>\n\n\n\n<p>L\u2019\u00e9tude d\u00e9montre par ailleurs une <strong>consolidation de cet \u00e9quilibre, par l\u2019\u00e9quation:\u00ab1 logement adapt\u00e9 via MaPrimeAdapt\u2019 entraine de facto 1,4 logement adapt\u00e9 sans MaPrimeAdapt\u2019\u00bb<\/strong><\/p>\n\n\n\n<p>Enfin, la politique d\u2019adaptation du logement au vieillissement doit produire de <strong>multiples b\u00e9n\u00e9fices soci\u00e9taux et \u00e9conomiques <\/strong>ainsi que des externalit\u00e9s positives importantes.
